New, pre-Budget research for the British Retail Consortium (BRC) shows economic uncertainty is causing retailers to hold back investment and increase cash reserves. In its submission to the Chancellor ahead of next month's Budget, the BRC is warning that:-

- He must create conditions that encourage retailers to turn that cash into growth-producing investment.

- He must improve UK competitiveness so it is more attractive for retailers to make that investment in the UK than abroad.

The independent study for the BRC by Oxford Economics examines 21 FTSE-listed retailers. It shows their average individual cash holdings rose by fifty per cent between 2006 and 2011 ? from ?283 million in 2006 to ?424 million in 2011. While cash balances rose, investment as a proportion of turnover fell by 27 per cent in real terms over the same period.

British Retail Consortium Director General Stephen Robertson said: "These figures suggest the Chancellor has much more to do to inspire confidence in business. Retail could drive growth and job creation across the UK if the trading conditions were right. But, over the last five years, retailers have been accumulating cash they are often too fearful to invest. The decisions the Chancellor takes will have a big impact on when and where those businesses expand.

"Like other sectors, retail investment is globally mobile. Overseas markets have become increasingly attractive. To secure serious growth the Chancellor needs genuinely to deliver on making the UK more competitive than its rivals for that investment."

In its Budget Submission 2012: Towards Competitiveness the BRC sets out its priorities for a more competitive UK where businesses are confident to invest. The key three are:-

Business Rates ? retailers use a lot of property, leaving them more exposed to increases in Business Rates than other sectors. The BRC calculates that the 5.6 per cent increase currently planned for this April will cost retailers in England, Scotland and Wales an extra ?350 million in 2012/13. This increase should be lower. At the very most the rise should be no more than the 3.2 per cent CPI expected at the time of introduction.

To encourage a business-friendly approach, local authorities should be allowed to keep extra Business Rates revenue generated from business growth in their areas to spend on infrastructure improvements.

Capital Allowances ? generating economic recovery requires businesses to invest in equipment and technology. Building on commitments for some 100 per cent capital allowances in Enterprise Zones, the Chancellor should make similar incentives available in all regions and to businesses of all sizes.

Online Single Market ? the UK is a world leader in online retailing with Europe's highest per-head online spending. Other EU markets offer huge potential growth for the UK's online retailers. The Government must push the EU harder to remove barriers and create a genuine single European digital market.

One In One Out - the Government's promised ?one-in-one-out' on regulation must be made to work in a meaningful way. Too often the proposed ?outs' are not relevant to the sector affected by the ?in'. Lanet Umoja is 100 miles (160 kilometers) west of the capital, Nairobi.

"There is a brown and white sheep which has gone missing with a nylon rope around its neck and it belongs to Mwangi's father," he tweeted recently in the Swahili language. The sheep was soon recovered.

Kariuki said that even the thieves in his village follow him on Twitter. Earlier this year, he tweeted about the theft of a cow, and later the cow was found abandoned, tied to a pole.

Kariuki's official Twitter page shows 300 followers, but the former teacher estimated that thousands of the 28,000 residents in his area receive the messages he sends out directly and indirectly. He said many of his constituents, mostly subsistence farmers, cannot afford to buy smart phones, but can access tweets through a third-party mobile phone application. Others forward the tweets via text message.

"Twitter has helped save time and money. I no longer have to write letters or print posters which take time to distribute and are expensive," Kariuki said.

A recent report said that Twitter is enjoying big growth across Africa. It said South Africans use Twitter the most, but Kenya is second in usage on the continent.

The research by Kenya-based Portland Communications and Tweetminster found that over the last three months of 2011, Kenyans produced nearly 2.5 million tweets. More than 80 percent of those polled in that research said they mainly used Twitter for communicating with friends, 68 percent said they use it to monitor news.

Beatrice Karanja, the head of Portland Nairobi, said the findings show that the use of Twitter is part of a revolution for governments that want to open dialogue with their citizens and businesses that want to talk with their consumers.

When a man in his late fifties in Kariuki's village fell into a pit latrine in December, the village administrator's tweets mobilized area residents and saved him.

Rachel Bremer, a spokeswoman for Twitter, said her company wasn't aware of Kariuki and his innovative use of Twitter, but she called it "a great one."

"We are constantly amazed by the ways people all over the world are using Twitter to communicate," she said.

She said that the company has a web page dedicated to telling stories about the unique uses of Twitter. The page highlights how one man in Pakistan live-tweeted the raid that killed Osama bin Laden, how a father and daughter reunited after 11 years, and how a man raised funds to save a dog's life.

Erik Hersman, a co-founder of internationally acclaimed Ushahidi, a nonprofit technology company, said Kariuki's use of Twitter is a great example of how Kenyans in even the most remote areas can embrace social media.

"If a chief in upcountry Kenya is able to use and have an impact with his constituents by using tools like Twitter, it's not too long before we see a massive movement in the country with these types of social media," he said.

Kariuki, 47, said that he has been able to bring down the crime rate in Lanet Umoja from near-daily reports of break-ins to no such crimes in recent weeks. He also uses Twitter to send messages of hope, especially for the young and unemployed.

"Let's be the kind of people that do good for others whether we get paid back or not, whether they say thank you or not," one recent tweet said.

Kariuki said he intends to use Twitter to promote peace as Kenya prepares to hold another presidential election in the next year, it's first since the 2007-08 postelection violence that killed more than 1,000 people in Kenya.

Kariuki said that when he was first appointed the administrative chief of Lanet Umoja he asked himself how he could tackle the region's problems. First was solving the region's poor communication infrastructure. He said he is currently setting guidelines to help him sift through the information he gets so that he does not send out incorrect tweets.

"Information is power, but information can also be destructive. What we are trying to minimize is destructive information," Kariuki said.

Anomaly: Warzone Earth HD looks to change this. Instead of you setting up the towers, the bad guys do that. What does that leave you to do? Be the hapless hordes of invaders trying to show them who's boss. At face value it sounds insane awesome, and let me tell you, it is quite excellent, indeed.

Let's start by just talking about the graphics -- they're gorgeous. When these guys say "HD," they mean it. On a tablet or on a phone, Anomaly: Warzone Earth HD shines. (Now let's all just ignore my little mistake in saying the HD version is only, for tablets, shall we?)

Explosions are satisfying and, well, explosive. Firepower coming off of mechs from both sides looks impressive, and the environments are as beautiful as they are haunting. The destruction looks great. Simply put, Anomaly: Warzone Earth HD offers as much eye candy as it does great gameplay, and that's saying something.

Because we're talking tower offense here, the folks at 11 bit studios had to get a bit creative in how you pick your troops, send them on their way, and keep them from being obliterated whilst in a mission. The first (and perhaps most impressive) of these is Tactical View.

Tactical View is your first line of offense, and it's where you plan your route before you actually drop your units in and start fragging aliens left and right. It's a nice, bright blue, and has a real military operation feel to it, which I totally dig. You change your route by tapping the arrows on the map, and like magic, new routes are made (and displayed) right before your very eyes.

Hostiles are colored red, and Tactical View makes sure you can tell the difference between different enemies by keeping a true outline of their shape. If you've got enough cash on hand, you can also buy your own units from the Tactical View page.

Once you leave Tactical View (and your invasion starts), things heat up a bit. Your motley crew of diehards casually sashay into enemy territory, guns a'blazing. With a mere three of four units to start, how can you expect to survive the onslaught of guns firing at you? With power-ups, of course!

Things like repair, smokescreen, and even unit upgrade will all be revealed to you, and for the first two, using them is as simple as tapping their icon and picking a place on the map for them to be used. For the repair, make sure it's always a little bit ahead of where your units are going or else they'll drive right past it (a lesson learned the hard way for me), but otherwise, it's all incredibly intuitive.

You can also earn medals at the end of each successful mission, for both your ruthlessness and your efficiency. As far as I can guess, the former is for taking out as many enemies as possible and the latter is for accomplishing your mission objectives by taking the path of least resistance, so I don't think you can get a gold on both on a single pass-through. Still, it's something to consider, especially if you're an achievement hound.

For a game so great, it's not without one hugely distracting niggle in my mind. You have to hold down the double-speed button to keep it going! What's the deal with that? If you're holding, say, a 10-inch tablet (especially one with a little extra heft), things get awkward, thumbs get tired, and you'll start asking yourself "Why am I not playing this on a phone, where my tiny, woman-sized hands are comfortable?" But that's not fair, because your hands are totally average-sized.

Anyway, despite that one complaint, Anomaly: Warzone Earth HD is an absolutely stellar game with killer graphics, and awesome story, and gameplay that makes other tower-related games slink away in shame. It was part of the Humble Bundle for a reason, and even if you missed it there, you should definitely pick it up.
