The World Bank, headquartered a block from the White House, was founded after World War II to combat global poverty. But over the past year, fighting climate change has become the bank's new guiding principal, as economic evidence indicates that global warming will be a driving cause of poverty worldwide in the 21st century. The bank has become a big player in climate policy, investing billions annually into climate-related programs?and blocking money from projects such as coal-fired power plants. In a November report, the bank detailed the devastating economic consequences of a global annual temperature increase of 4 degrees Celsius (7.2 degrees Fahrenheit) by 2100. In a June study, the bank projected that due to climate change, by the 2030s African countries could lose up 80 percent of cropland and major portions of Bangkok and Vietnam could be flooded. National Journal spoke with Rachel Kyte, the bank's vice president of sustainable development, about the economic impacts of climate change.
NJ: Why is the World Bank now putting so much emphasis on climate change?
Kyte: We've come to the realization that we cannot achieve our mission, which is to end poverty, unless we slow the rate of climate change. Climate science now shows that we're on course for a 4-degree [Celsius] temperature rise by 2100, that we're going to be 2 degrees warmer by the 2030s. And that's going to have devastating effects on food production, how livable cities are.... It's going to be extraordinarily difficult for the poor, who are the least resilient, to be part of the growth and opportunity story over the next few decades if climate change is unabated.
NJ: So climate change is now a driving force of the World Bank's mission?
Kyte: Absolutely. There are countries in Africa experiencing drought every two years as opposed to every five, or every 10 years. If the economic impact of a crippling drought is 1, 2, or 3 percentage points of GDP lost in a year and this is happening every two years, these countries are going backwards rather than forwards. Climate change is absolutely central to our understanding of how we can help these countries grow and prosper.
NJ:How does a financial-development institution do that?
Kyte: It's a good question. We work with governments and the private sector ? to understand their aspirations around growth and competitiveness. We need to help them factor in the risks that they will face as a result of the climate impacts that can be predicted?increase of extreme weather events, sea-level rise, crop-production dislocation. We need to walk them through the risks of climate change and the need to invest in their own resilience and in low-carbon developments.? We need to walk them through the opportunities that come from avoiding the lock-in of a carbon-intensive growth model. And we need to walk them through whether there are up-front capital costs ? and where those costs can be met with mobilization of different financial or investment resources.
NJ: For the developed world, particularly the U.S., how do you make the case that there's an economic cost to climate change?
Kyte: The extreme weather events that we are experiencing globally ? bring enormous costs. The succession of storm events, droughts, the cycle of fires ? have enormous economic dislocation. Beyond just the extreme weather events, in which insurance costs can be calculated, there are costs in not planning to accommodate the increased intensity and frequency of some of these events. One superstorm is one thing, but if you now expect the superstorm to hit on a more intensive or more regular basis, not planning for that is an economic folly.
NJ: In his climate-change speech in June, President Obama called for an end, globally, to public investment in coal-fired power plants, the world's chief contributor to climate-change emissions?a goal the World Bank has indicated that it will support. But in many developing economies, coal offers the cheapest?and sometimes only?way for poor populations to gain access to electricity. How do you justify this?
Kyte: The way we square this circle is that we want sustainable energy for all. We want to close the energy access gap by 2030 ? but we would like the energy mix to become significantly greener over the same time period. There are 1.2 billion people who don't have access to energy today. They are mostly living in poor countries.? Extending energy to them, even if we did so with traditional fossil fuels, would only account for less than 1 percent of global emissions. Getting energy access is critically important. Economies don't grow, people can't run businesses, people can't get jobs unless there's energy. So we have to provide that. But at the same time, the burden of action in terms of making the energy system cleaner lies with countries that are fully developed.? The very poor, they should get access. They should get affordable energy. We'd like it to be clean, but we don't think we can balance the books on the back of the poor. And in middle-income and fast-growing and in developed countries ? it's about efficiency and a transition towards a cleaner energy mix.
NJ: The U.S. is the largest historic climate-change polluter, although President Obama has said he'd now like to make the U.S. a leader in addressing climate change?starting with new regulations on carbon pollution from power plants. How is the U.S. doing as a leader on climate?
Kyte: The short answer is that nobody's doing well enough. We're on track for 4 degrees [global average Celsius temperature rise] by 2100 which is well over where we said as a global community we wanted to be?.. If you're concerned about your children's health, your own health, your grandchildren's health, if you're concerned about the job your child's going to get, if you're concerned about where your grandchildren are going to live?this is front of mind. We all agree, whichever way we vote, whichever church, synagogue or mosque we pray in, or if we don't pray at all?we want the next generation to be better off than the current generation. The science is showing us that we are putting that in jeopardy every day we don't make decisions about clean energy?. The problem is that people imagine this is a world where we have to wear sackcloth, where there's no joy or opportunity. We don't think that's true.? We think it's perfectly possible, and we've produced the economic evidence to support it, to grow greener, and that there will be jobs, economic opportunity, and stability and safety if we do so.
NJ: There's a lot of debate in the U.S. about the economic costs of climate policy. In particular, Republicans and the coal industry argue that regulations on coal plants or a carbon price will hurt the economy and the coal industry in particular, raising energy prices and costing jobs in coal country.
Kyte: There is always a fear that environmental regulation drives down competitiveness, slows growth, and gets rid of jobs. In fact, environmental regulation poises countries towards continued competitiveness. Technically it is true, you need to make short-term decisions for long-term gain. There may be some short-term disruption in certain industries and certain parts of the economy. But there will be long-run opportunities elsewhere.? That's difficult to manage politically, but economically, that can be demonstrated.
Finally, if carbon is the problem, which it is ? then we should be putting a price on something which is bad. And if we put a price on it, one has to wonder, within the economy, how much you want to have an exposure to a commodity which is going to have a significant price to it at some point in the near- to medium-term future. You don't have to believe economic theory for that. You have to look at how some major corporations around the world, including U.S. corporations, are factoring into their strategic planning a possible price on carbon and making decisions about how exposed they want to be to carbon-intensive industry.
NJ: What about the role of China, which is the largest current carbon polluter, and also a growing, developing economy, hoping to lift millions of citizens out of poverty?
Kyte: The new Chinese leadership ? is extremely focused on this. That's been revealed in the bilateral dialogue in the U.S. and in our conversations with them. They are working to understand the path of urbanization and the impact that has on emissions. They have a large population which they want to see prosper and grow. And they are moving away from their dependence on fossil fuels. They also have significant water scarcity. They have an extraordinarily complex situation with which to deal. But changing the path of growth to make it lower-carbon is central to the last [Chinese national] five-year plan.? Don't forget, they are piloting a domestic carbon-trading system with the commitment to having a national system. That's an aggressive move by them to try to find market-based mechanisms to drill carbon-efficiency through their economy.
NJ: Anything else you'd like to add?
Kyte: There isn't a situation where one end of the boat goes up and the other end goes down. We're all in this boat together. Climate change is a leveler. If we don't deal with it as an economic issue, it will get the best of us. The impacts of climate change are not partisan. They will hit you if you're in Staten Island, or in Battery Park, and they'll continue to hit you, again and again and again. I don't think that has been fully understood in every developed country and the sooner we grasp that, the better.

SAN FRANCISCO Aug 12 (Reuters) - California billionaire Elon Musk took the wraps off his vision of a futuristic "Hyperloop" transport system on Monday, proposing to build a solar-powered network of crash-proof capsules that would whisk people from San Francisco to Los Angeles in half an hour.
In a blog post, Musk, the chief executive of electric car maker Tesla Motors Inc described in detail a system that, if successful, would do nothing short of revolutionizing intercity transportation. But first the plan would have to overcome questions about its safety and financing.
The Hyperloop, which Musk previously described as a cross between a Concorde, rail gun and air-hockey table, would cost an estimated $6 billion to build and construction would take 7 to 10 years. Eventually, according to the plan, it would jettison more than 7 million people a year along one of the U.S. West Coast's busiest traffic corridors.
As many as 28 passengers could ride in each pod and the system could even transport vehicles, according to the 57-page design plan.
Musk, who in the past has hinted at the hopes of building such a system, proposed the Hyperloop as an alternative to a $68 billion high-speed rail project that's a major priority of California Governor Jerry Brown. It would be safer, faster, less expensive and more convenient, Musk said in the blog post.
But not everyone is convinced the project is a good idea.
Jim Powell, a co-inventor of the bullet train and director of Maglev 2000, which develops high-speed transport systems using magnetic levitation, said the system would be highly vulnerable to a terrorist attack or accident.
"The biggest overall problem is the idea of the low pressure tube from a terrorist standpoint," he told Reuters after taking an initial look at Musk's specifications. "All a terrorist driving along the highway has to do is pull over, toss a net of explosives at it, and then everyone in the tube dies," he said.
Musk said that since the tube will be low- but not zero-pressure, standard air pumps could easily overcome an air leak. He also said the transport pods could handle variable air densities.
Musk may also have neglected to factor in a few costs. Powell said that since an extensive monitoring system would be needed to keep track of the tube's pressure, the cost of the project could double Musk's estimate, coming closer to $12 billion.
QUESTIONS STILL
Musk, who made his name as a PayPal founding member before going on to start SpaceX and Tesla, envisions capsules departing every 30 seconds at peak times and traversing the roughly 400 miles between Los Angeles and San Francisco along an elevated tube erected along the I-5 interstate highway.
The capsules ride an air cushion blasted from "skis" beneath, propelled via a magnetic linear accelerator.
The expected half-hour travel time for Hyperloop passengers compares with current travel times of an hour and 15 minutes by jet, about 5 and a half hours by car, as well as about 2 hours and 40 minutes via California's planned high-speed rail.
Other major questions remain, notably whether the California state government will ever approve the massive project, and whether any private companies are willing to step in and build it. The design remains theoretical and has yet to be tested in the field.
Musk has said he is too busy running electric car company Tesla and rocket manufacturer SpaceX to build the Hyperloop himself. He said the design plans were open-source, meaning others can build on them.
On Monday, however, he told reporters on a conference call he could kick off the project.
"I've come around a little bit on my thinking here," he said. "Maybe I could do the beginning bit... and then hand it over to somebody else."
He said he would be willing to put some of his personal fortune toward the project but stressed that building the Hyperloop was a low priority for him as he continues to focus primarily on SpaceX and Tesla.
He also asked the public for help to improve the design. Corporations have resorted in the past to public assistance on their products. In 2009, Netflix Inc awarded a cash prize to a team that succeeded in improving by 10 percent the accuracy of its system for movie recommendations.

Reedus says in a release. ?Nobody wants rabbits or guinea-pigs to suffer for our vanity, least of all the animals. Let?s stop their suffering right here, right now.?
Reedus joins Cruelty Free International celebrity supporters such as Beatles legend Paul McCartney, singer Joss Stone, comedian Ricky Gervais, and most recently, Game of Thrones actor Peter Dinklage, in promoting humane, non-animal alternatives, such as human-cell and -tissue cultures and computer models.
In March, all 28 countries in the European Union?including the United Kingdom, Germany, Spain, Italy, and France?banned the sale of new cosmetics that were either tested on animals or contain ingredients that were tested on animals. Although Israel and India soon followed suit with restrictions of their own, more than 80 percent of the world?s nations still permit animal tests for cosmetics. Some, like China, even require animal tests before products can be sold there.

Indian leaders often warn that they need to shift the majority of their country?s population -- almost 70 percent -- from rural to urban areas. ?Our salvation,? Prime Minister Manmohan Singh claims, ?lies in moving people out of agriculture.? Finance Minister P. Chidambaram confirms, ?My vision is to get 85 percent of India into cities.?
These dedicated urbanizers claim to have history on their side: the shift from agriculture to urban industry and manufacturing is how Europe, the U.S. and, more recently, China enhanced their productivity and created capital for broader investments to modernize their economies.
Can India adopt this recipe for prosperity today? For one, Indian cities do not have the infrastructure to accommodate more rural migrants than they already have: a fact reflected in their pollution levels, power cuts, unsanitary conditions, social unrest and crime rates. Infrastructural constraints and political ineptitude and corruption make it unlikely that India can emulate China?s planned urbanization, building entirely new cities to house migrants.
Abandoning a crisis-ridden farming sector, millions of Indians already move from one temporary job to another; their destination can often be other villages. Living part-time in a village in Himachal Pradesh, I have been intrigued by the presence there of migrants from the poorest parts of rural India.
Over the last 10 years they have set up temporary lives near building sites across the valley, participating in India?s construction boom, which, even in this largely agrarian, unindustrialized part of the Himalayas, has sprayed residential complexes, private universities, dams and tunnels across green hills.
The laborers arrive bearing all the marks of a destitution depressingly commonplace in the plains, where small, unproductive land holdings and lack of irrigation radically shrink one?s opportunities: They are barefooted, scantily clothed, with rust-haired young children already showing the signs of chronic malnutrition that has made their parents small and painfully thin.
Over the years, I?ve seen their material conditions improve. Wages, suppressed at exploitative levels by their rich employers, began to rise after the government introduced its guaranteed employment program in 2006. The immigrants managed to send their children to local state-run schools, which are better in Himachal than in most other states in India. Their health seems to have visibly improved.
But the construction boom is nearing its physical limits. In my own village there is very little scope for developers left. Other potential sites suffer from lack of access to water and power. The recent devastating floods that reportedly killed tens of thousands of pilgrims in the region have highlighted the folly of unchecked construction in the Himalayas. Even the most venal among the politicians who struck lucrative contracts with real estate speculators will balk at approving more large-scale projects.
So the question now is: Where will the migrant laborers go next? Any attempt at an answer must quickly acknowledge that India?s economic trajectory is not following the European or Chinese map of development.
China, for instance, had a flourishing manufacturing sector that could absorb the tens of millions of people -- the biggest such move in history -- leaving an agrarian economy. And even China is having trouble creating enough jobs for the hundreds of millions its leaders wish to move to urban areas. India?s growth has been led by services, which account for almost 50 percent of the national GDP. At 28 percent of GDP, industrial output has barely budged since 1989, when it was 25 percent. Despite high GDP growth in recent years, employment has actually shrunk in the manufacturing sector, with fewer jobs available for the more than 12 million Indians entering the work force each year.
A recent article in India?s premier intellectual periodical, the Economic and Political Weekly, by Hans P. Binswanger-Mkhize points to the peculiarly ?stunted? nature of India?s economic model: surplus labor in the agricultural sector, a manufacturing sector incapable of generating fresh jobs for workers from rural areas, and a tiny formal sector determined to engage only informal or contract labor.
Jobs are mostly being created in India?s already vast informal sector, where more than 90 percent of India?s workforce is employed in labor that ranges narrowly between scavenging and sweatshops. They contribute to the country?s GDP, but the degrading working conditions of most workers in the ?informal? sector make their transition from rural to urban areas much less of a sustainable and desirable shift than it seems.
I have seen many young men in my village return from such jobs in cities, convinced that they are better off at home, farming the little land they have, and doing small jobs on the side. Lingering statistically near rather than way above the poverty line, they at least have the luxuries of cleaner air and water, and easier access to their families and friends.
It may be time to acknowledge that the Indian elite?s plan to replicate the European sequence of modernization -- rural to urban, agriculture to manufacturing and services -- is a pipe dream. No one apart from a few flat-earthers seriously believes that the growth of services will ever be enough to turn 1.2 billion people into well-off urban consumers; and, though India?s Planning Commission is determined to make manufacturing the engine of India?s economic growth, the country may have already lost the chance of creating labor-intensive industries that could absorb its large workforce and boost productivity.
It isn?t just mobile and promiscuous capital in the age of globalization that is to blame. Decades ago, the distinguished American economist Daniel Thorner pointed out that late-modernizing countries with large populations like India face the great disadvantage of industrializing at a time when technology is rapidly boosting output per worker. Greatly accelerated technological innovation now takes away jobs in developed economies as well.
Theoretically at least, the construction boom in India could be kept going with greater investments. But China is presently weaning itself off this model of growth, revealing its built-in limits. Jobs in the informal nonfarm sector are at best a temporary solution for people uprooted from rural areas. And the government?s job guarantee programs and subsidies to (mostly rich) farmers are basically attempts to avoid a full reckoning with the India?s atypical dilemmas.
It increasingly makes sense for Indian leaders to acknowledge -- rather than deny -- the fact that they live in a land of small farmers, and start to tackle its fundamental problems of hunger and malnutrition through more productive and diversified agriculture. For this bottom-up approach to work, the government would have to increase its investments in irrigation and efficient water use.
More important, urbanizers will have to radically overhaul their broad vision of India, which is based on outdated and impractical economic models. Such reconsiderations are never easy. Perhaps, the hundreds of millions of uprooted men and women scrambling for poorly paid work on the margins of cities will help focus the strangely isolated minds at work on India?s future.

Speaking to a group of supporters this weekend, Rep. Dana Rohrbacher (R-CA) completely dismissed global warming, rebuking belief in its negative effects as part of a greater plot by ?liberals? to institute ?global government.?
The Nation first reported on the remarks this weekend, which arose as Rorhbacker responded to California Democratic Sen. Barbara Boxer?s comments that the recent slew of wildfires are the result of global warming.
?Just so you know, global warming is a total fraud,? Rohrbacher told the Newport Mesa Tea Party, explaining his belief that belief in anthropogenic climate change is part of a greater plot: ?You?ve got liberals who get elected at the local level want state government to do the work and let them make the decisions. Then, at the state level, they want the federal government to do it. And at the federal government, they want to create global government to control all of our lives.?
He continued on with more warnings for his audience:
?That?s what the game plan is. It?s step by step by step, more and bigger control over our lives by higher levels of government. And global warming is that strategy in spades. Our freedom to make our choices on transportation and everything else? No, that?s gotta be done by a government official who, by the way, probably comes from Nigeria because he?s a UN government official, not a US government official.?

DENVER (Reuters) - A woman last seen clinging to a tree along the swollen banks of a rising creek is the only person still unaccounted for from a Colorado flash flood and mudslide that killed at least one person, authorities said on Sunday.
The woman, described as young with blond hair, was seen by witnesses as they fled the rushing waters west of Colorado Springs, El Paso County Sheriff's Office spokesman Lieutenant Jeff Kramer said.
The flood and mudslide were triggered on Friday night when nearly 1.5 inches of rain fell in 30 minutes over an area stripped of vegetation by a 2012 wildfire.
Fountain Creek jumped its banks from the heavy rainfall, and floodwaters cascaded down mountainsides onto a narrow canyon highway.
Authorities said the body of a 53-year-old man was found outside his vehicle under a pile of debris along the roadway. Two other people also reported missing have since been accounted for, authorities said.
Autopsy results are pending, but authorities believe the man drowned when trapped in the flood.
A wall of water, debris and mud from the deluge flowed into downtown Manitou Springs, which sits about 6.5 miles west of Colorado Springs at the foot of Pikes Peak.
Manitou Springs Police Chief Joe Ribeiro said on Saturday that initial damage assessments revealed six buildings in the downtown area were unsafe to enter and another 11 sustained some structural damage. Three people had been missing.
Additionally, about 40 vehicles swept away by the flood and mudslide were towed out of the debris, Ribeiro said.

TOKYO (Reuters) - Japan's economic growth slowed more than expected in the second quarter, offering ammunition to those seeking to temper a planned sales-tax increase even as government debt has risen past 1,000 trillion yen ($10.4 trillion).
But as the sharp slowdown was driven by an unexpected fall in corporate capital spending while personal spending remained hardy, the data may encourage Prime Minister Shinzo Abe to proceed with the tax hike and soften the pain by offering tax breaks to boost business investment.
The sales-tax rise is meant as a first step toward tackling Japan's enormous public debt.
The world's third-largest economy grew by an annualized 2.6 percent in April-June, government data showed on Monday, a third straight quarter of expansion but below both market expectations of 3.6 percent growth and a downwardly revised 3.8 percent rate in the first quarter.
Abe, whose top priority has been to spur growth and pull Japan out of 15 years of deflation, faces in coming weeks what he has called the tough decision of whether to go ahead with the tax increase.
Under a multi-party agreement last year, the tax is to rise to 8 percent from 5 percent next April and to 10 percent in October 2015. But the government must certify that the economy is strong enough to withstand the pain of the fiscal tightening.
The premier is to decide by early October, and government officials have flagged the April-June GDP, and its revision on September 9, as key factors.
"The economy has been steadily rising since the inauguration of the Abe administration last year," Abe told reporters.
"I'll continue to take all possible care about the economy. I'd like to focus on the economy, including implementation of further growth strategies in the autumn."
Abe's government is divided on the sales tax, with reflationist advisers urging him to delay or water down the increase and the Finance Ministry avidly urging him to proceed, given the nation's dire finances.
Public debt exceeded 1 quadrillion yen -- or 1,000 trillion yen, about double GDP, for the first time in June.
The reflationist camp jumped on the weak GDP data.
"There is no need to raise the sales tax in a hurry," Koichi Hamada, an adviser to Abe and a professor emeritus at Yale University, told Reuters.
But economists noted that growth remains robust. Some, like Mari Iwashita at SMBC Nikko Securities, said GDP is more likely to be revised up than down because the two weakest elements, capital spending, are the ones that typically change the most.
"At the moment Japan's growth is still the fastest among the developed economies, thanks partly to 'Abenomics'," Iwashita said.
STRONG SPENDING, WEAK INVESTMENT
Economy Minister Akira Amari said the data offered "good numbers for making a judgment on the tax increase." But he expressed concern about the sixth straight drop in capital spending.
The top tax officials in Abe's coalition parties recently told Reuters that the premier would go ahead with the scheduled tax increase and that the open consideration of a delay was partly political theatre aimed at getting the finance and other ministries to approve fiscal stimulus measure.
Targeted tax cuts to boost business investment as well as a cut in corporate tax rates are two of the most prominently discussed measures.
Bank of Japan Governor Haruhiko Kuroda has said the tax hikes are needed and would not hurt the economy. Kuroda has also said Japan can raise taxes and still escape deflation.
The Nikkei 225 share average fell to its lowest since the end of June as confidence was hit by the combination of weak capital spending and the expected sales tax increase affecting consumption, but the market pulled off its lows, ending down 0.7 percent.
On a quarter-to-quarter basis, Japan's economy grew 0.6 percent in April-June. External demand added 0.2 percentage point to growth, while domestic demand contributed 0.5 point.
Private consumption rose 0.8 percent from the March quarter, more than a median market forecast of a 0.5 percent increase, on robust spending on food, travel and consumer electronics.
But capital expenditure slid 0.1 percent, much weaker than a median market forecast for a 0.7 percent increase and marking the sixth straight quarter of decline.

A corner at one of Saanich's busiest intersections could get a new look, as plans are in the works to build a three-storey office and medical building at Tillicum Road and the Trans-Canada Highway.
The site in question is located on the vacant southeast corner of the intersection. The proposal suggests the top floor would house King Lasik, while the bottom two floors would be leased for general office use. A level of underground parking would also be built.
In 2002 Saanich council approved rezoning the property from single-family residential to an office/restaurant zone, in anticipation of the owner constructing a three-level building, but those plans never came to fruition.
Rob Wickson, president of the Gorge Tillicum Community Association, in a letter to Saanich council noted the proposed building was too small and short, given its location and property size.
"It seems to us to be a wasted opportunity to build an economic engine in our community. More folks might choose to live near where they work if we create more opportunities for employment," he wrote on behalf of the community association.
"As we understand it, this building is being built for medical use. Given the proximity to the Victoria General Hospital, perhaps a taller structure could house more medical services that support the nearby hospital facility, which seems to have nothing nearby."
Saanich council is expected to discuss the proposal Monday night at its 7:30 p.m. meeting.
